PERSONNEL POLICY AS A TOOL TO CHANGE THE ORGANIZATION

Abstract

Introduction. Under the scientific supervision of the author while working at the Research Institute of Labor of the Ministry of Labor and Social Protection of the Republic of Belarus, a study was conducted of managers and specialists of domestic personnel services.  The results showed that only about 60 percent of the experts defined the personnel policy of their organization, enterprise formulated clearly. In half of the organizations, the director did not participate in the development of personnel policy.  In the organizations under study, in most cases only the head of the personnel department was involved in the development of personnel policy. In more than 60 percent of organizations, the head of the organization of labor and wages was not involved in the development of personnel policy, despite the fact that the problems of wage differentiation play a key role in personnel policy.  These results indicate that some of the leaders of organizations either did not fully understand the importance of personnel policy as a tool for achieving goals, or were formally working on its development, shifting their responsibilities to personnel structures.  The most important direction of the personnel policy is working with the managerial personnel reserve.

Purpose. The purpose of the article is to develop an organization's personnel policy audit algorithm.

Methods. Created tools for the analysis of personnel policy of the organization.

Results. The modern content of the concept "personnel policy" is revealed. The structure of personnel policy of the organization is proposed. An approximate algorithm for audit of the personnel policy of the organization is developed.

Originality. An algorithm for audit of personnel policy of an organization is proposed, which includes the following stages: Definition of the mission and strategic objectives of the organization; formation of a research method; coordination of strategic goals of the organization and personnel policy; coordination of staff policy, normative documentation and strategic goals; analysis of the received information.

Conclusions. The use of an exemplary audit algorithm will allow us to turn personnel policy into an effective tool for timely changes in the field of personnel management to achieve the goals of the organization
