Abstract

Introduction. The development of many regions is constrained by lack of facilities: lack of material and financial resources, poor quality of labor resources, lack of research base, inconsistent regional policies. In these conditions of special importance is regional innovation and cluster policy that allows self-development of the totality of the organizations located on the territory of the region, and to ensure the transition to the production of innovative knowledge and competitive products. Agriculture is an important sector of economy of Ukraine, it is concentrated nearly a third of the main production funds of Ukraine, operates the fourth part of the population employed in the national economy, produces more than 20% of GDP and a third of national income is generated 70% of retail turnover and the largest number of unresolved economic problems, including the processes of implementation of innovative activity in agrarian and industrial complex. Purpose. The purpose a reflection of the real status and specific problems of development of agrarian sector of Ukrainian economy in modern conditions. Development of theoretical bases of formation model regional innovation - oriented cluster of the agrarian sector to ensure sustainable development. Methods of research is a systematic approach, method of analysis and synthesis (comparison, analogy, abstraction, formalization, classification decomposition) method hypotheses, structural analysis, including graphic, mathematical, cognitive method definitions. Results. Thanks to the creation of a regional innovation cluster oriented agricultural sector in the region will be possible to intensify the implementation in practice of agricultural production the principles of sustainable development, enhance the competitiveness of agribusiness, to establish a system for training of specialized personnel, to provide conditions for sustainable development of rural areas, and, consequently, for the agricultural sphere of the region. Originality. There is a need for constant monitoring of the condition and trends to identify and solve problems in the industry, in particular, issues of innovation development of the agro industrial sector of Ukraine. Conclusion. Thus, in the sphere of innovation activities infrastructure support for cluster initiatives should be directed at creation of prerequisites to accelerate the creation and commercialization of innovations. In modern conditions the Central component of the regional policy should be an innovative concept, the main focus should be the implementation of priority development projects on the basis of cluster initiatives.
