PUBLIC-PRIVATE PARTNERSHIPS IN BELARUS: WAYS AND PROBLEMS OF DEVELOPMENT

Abstract
This article discusses the possibility of using the experience of States with developed market economies in post-Soviet countries to forge public-private partnership system. Since domestic partnership system experience is fundamentally different from Western experience your baseline requires careful study of this phenomenon. Analysis of the phenomenon of public-private partnerships in various fields of socio-economic development of countries with advanced economies and high levels of consumption suggests that partnerships can be effectively use only when a certain level of private business development, formed the culture of social responsibility of the business community.
According to the author, in an environment of limited resources and underdeveloped domestic business of the original partnership of Government and business can become a social enterprise. It is seen as the process of creating social value by combining resources, entrepreneurial ways and solutions to the social problems that are not allowed by the State. Organizational form of creating social value serve social enterprises, world recognition of the role which is connected with the fact that they not only can play an important role in solving social problems, but also contribute to sustainable economic development.
Unlike Belarus, for which social entrepreneurship is a relatively new phenomenon in the countries of the European Union, it constitutes an active movement with its ideology and the mission.
It appears that in the development of social entrepreneurship as an initial form of partnership of Government and business should significantly enhance the role of the Belarusian State. Social entrepreneurship should become an integral part of the national economy. Combining high adaptability and cost-effectiveness of private industry with a focus on addressing the most pressing social needs and concerns, it will promote public-private partnerships, formation of a socially oriented economy and identify new ways of addressing social problems.
