EFFECTIVE INNOVATION POLICY OF BUSINESS MANAGEMENT STRATEGIES BASED ON MODERNIZATION OF INDUSTRY IN THE SOCIAL AND ENVIRONMENTAL DIMENSIONS

Abstract

Introduction. The basic guidelines for the formation of innovation policy for innovative entrepreneurship should be based on such a policy and the presence of the regulator in certain sectors of the economy, which will save all resources, stimulate the development of innovative production and increase global competitiveness. It should also be borne in mind that economics, resource conservation and technological progress are three areas of human life that are closely correlated. With the help of effective public policy, it is possible to invent a balance between these three areas.


Purpose. The purpose of the article is generalization of theoretical bases of effective innovation policy of strategies of management of business activity on the basis of modernization of the innovative industry in social and ecological dimension.


Results. The necessity of expansion and strengthening of integration between participants of innovative activity and institutes available in the institutional environment is proved; rational use of non-renewable resources and the desire to replace them with available analogues; gradual elimination of the use of dangerous, toxic substances in the activity of innovative enterprises and their replacement with less harmful ones for the environment; financial support of industries engaged in innovation and whose products are in demand in European markets; increase of social guarantees for employees of innovative enterprises, scientific personnel and talented youth; constant protection and restoration, as far as possible, of the technical and technological potential of innovative enterprises in accordance with scientific and technological progress; creation of conditions of fair competition for economic entities, elimination of monopolies and facilitation of licensing, patenting for innovative enterprises; improving decision-making processes related to the implementation of innovation policy, especially at the local level, including encouraging community participation in this policy; the desire to ensure the implementation of innovation policy economic and social development for individuals or social groups and the state as a whole.


Originality. The basic guidelines for the formation of innovation policy for the development of innovative entrepreneurship are systematized, which can be grouped by elements: strategic planning taking into account the future, ie, solving modern problems of innovative entrepreneurship, should anticipate the needs of future generations; planning of environmentally friendly environment for society, including both natural and anthropogenic (technogenic) elements; ensuring equitable access to natural resources by stakeholders of innovative entrepreneurship; wide participation of various social groups in decision-making on the directions of innovation policy and the pace of technological development of the country.


Conclusion. The methodological bases of realization of state regulation by development of innovative business from positions of neoinstitutional approach which are based on synergetic combination of processes of maintenance of generation of human resource, entropy of institutional traps, positivist consolidation of market stakeholders and signaling of impulses of institutional environment are established. The implementation of the methodology will contribute to the deepening of scientific knowledge on solving the problem of methodological support of state regulation of innovative entrepreneurship in the conditions of economic transformation. Conceptualization of state regulation within the theory of dynamic capabilities of the institutional environment allowed to develop a methodological framework, which is an author's vision to review and update approaches to interpreting existing and developing new theoretical concepts of methodological basis of state regulation of innovative entrepreneurship in the transformation of national economies.
