SOCIAL PROTECTION OF UNEMPLOYED ATO/OOS PARTICIPANTS IN THE CONTEXT OF ACTIVITIES OF THE STATE EMPLOYMENT SERVICE OF UKRAINE

Abstract

Introduction. The article is devoted to the study of social protection of unemployed participants of the
ATO/OOS in the context of the State Employment Service of Ukraine. The achievement of this goal was achieved
by performing the following tasks: research of the categories «social protection», «social protection of the
unemployed», «social protection of unemployed members of the ATO/OOS»; study and assessment of legislative
regulation of social protection of unemployed participants of the ATO/OOS; identification of the main problems
of employment of ATO/OOS participants.
Purpose. There is a study of the state of social protection of unemployed members of the ATO/OOS in the
field of employment in Ukraine and the definition of priorities of state influence on the progressive development
of this area. The achievement of this goal was achieved by performing the following tasks: research of the category
«social protection of unemployed participants of the ATO/OOS» in the field of employment; identification of the
main obstacles to the reintegration of ATO/OOS participants, in particular the difficulties of their employment;
development of proposals to improve the system of social protection of unemployed members of the ATO/OOS in
the context of the State Employment Service.
Results. Social protection is, on the one hand, a functional system, a system of directions in which it is
carried out, and, on the other - institutional, a system of institutions that provide it (the state, trade unions and
other public organizations). The system of social protection of combatants today remains insufficiently regulated.
Issues of social protection of combatants are regulated by the Law of Ukraine "On the Status of War Veterans
and Guarantees of Their Social Protection", aimed at protecting combatants by: establishing the legal status of
combatants; providing appropriate conditions for maintaining good health; providing benefits, advantages and
social guarantees; formation of a respectful attitude to them in society. The main reasons for not returning to
their previous jobs ATO/OOS participants noted: change in worldview; difficult to perform tasks related to
communication with other people, due to the fact that they feel the deterioration of relations with colleagues; they
did not retain jobs and positions; there are cases when a demobilized person was released without prior notice;
Veterans' employment opportunities are often limited due to poor health and chronic diseases; low wages for
available vacancies; lack of vacancies that would correspond to the qualifications of veterans; lack of vacancies
in general; inappropriate workplace location and discrimination due to veteran status.
Originality. The practical significance of the study is determined by the possibility of using the presented
solution in the activities of the Municipal Resource Center for Assistance to Anti-Terrorist Operation Participants
and Internally Displaced Persons and the Kirovohrad Regional Employment Center.
Conclusion. The system of social protection of ATO/OOS participants in Ukraine should be improved on
the basis of the following principles: combination of personal interests of servicemen with interests of the state
under mutual responsibility; the required level of social protection with real opportunities to ensure it; mandatory
inclusion in the scope of normal protection of family members of servicemen, war veterans, military service,
combatants and war invalids; creation of the most favorable conditions for the work of state bodies to ensure the
social rights of servicemen and members of their families.
