STRATEGIC DEVELOPMENT OF BUSINESS ENTITIES BASED ON HUMAN RESOURCE SECURITY MANAGEMENT

Abstract
Introduction. Given the transformational processes in Ukraine's economy caused by the war, pandemic, and digitalization, the issue of personnel security is becoming particularly relevant. The instability of the external environment creates new challenges for preserving human capital and building an effective personnel protection system. That is why studying the mechanisms for ensuring personnel security is a necessary step to increase the resilience and adaptability of business entities.
The purpose of the article is to outline the theoretical aspects of the strategic development of business entities through the management of their personnel security.
The results. The article reveals the essence of personnel security as a priority component of the personnel management system of an economic entity in the context of growing risks caused by external and internal threats, in particular, in the context of martial law in Ukraine. It is substantiated that personnel security performs the strategic function of protecting an enterprise from unwanted interference with its internal organizational structure by persons whose behavior or moral and ethical principles contradict the values of corporate culture. At the same time, it is aimed at preserving human capital, in particular, key employees who are the bearers of unique knowledge, skills and talents necessary for long-term innovative development.
The author analyzes the elements of personnel security, including: psychological diagnostics of candidates, formation of a comfortable social environment in the workplace, a system of motivation and support for employees, tools for stress control, prevention of professional burnout, and maintaining a work-life balance. The author proposes the concept of an enterprise as a closed ecosystem, access to which is limited to external influences, but within which conditions are created for the development, attraction and retention of talent.
In conclusion, the author concludes that ensuring personnel security is the key to the sustainable functioning and competitiveness of an economic entity, and further research should focus on developing principles and models of personnel security as a factor of strategic development.
