INFLUENCE OF EXTERNAL CONDITIONS FOR ENSURING THE EFFICIENCY OF THE PROCESS OF THE FORMATION OF PERSONNEL OF INDUSTRIAL ENTERPRISES

Abstract
Introduction. The condition for achieving the effectiveness of the process of forming the personnel of an industrial enterprise is the use of all available opportunities for balancing the interests of the employee and employer, taking into account the specifics of the internal components of the enterprise's functioning and its external environment. The extent to which these interests are balanced will depend on the degree of the company's availability of personnel of the appropriate professional qualification level with high motivation for continuous professional and personal development and sufficient loyalty to the company, opportunities for its long-term strategic development.
Purpose. Quantitative assessment of the influence of external conditions on the effectiveness of the process of forming the personnel of an industrial enterprise.
Results. During 2010-2016, a comprehensive analysis of the external impact factors on the formation processes of the personnel of industrial enterprises of Ukraine was carried out. The economic development of the country is analyzed using indicators of gross domestic product, real disposable income of the population and the number of unemployed. The demand for industrial products on the market was estimated using indicators of the volume of industrial output sold and the volume of production of certain types of industrial products by types of economic activity. The degree of competition between industrial enterprises in the market is estimated by analyzing the dynamics of the industrial production index, the number of enterprises, the number of employees working for them and the degree of innovation in their activities. The main legislative acts, regulating the management of personnel, have been analyzed. The degree of balance of labor market opportunities and the needs of the production sector was assessed by such indicators as the level of employment of graduates of higher educational institutions by specialty; the number of graduates who received a second profession; the average annual need of employers for employees to fill vacancies.
Originality. It has been proved that the internal processes of forming the personnel of an industrial enterprise are significantly influenced by external factors, which until now have not been taken into account when making managerial decisions. The complex analysis of the influence of the selected factors of the external environment on the effectiveness of the processes of personnel formation with the establishment of the direction of their predicted action and possible consequences for the performance of the industrial enterprise is carried out.
Conclusion. Five main external factors of influence on the efficiency of the process of forming the personnel of an industrial enterprise are singled out and characterized: the demand for the enterprise's products on the market; competition between producers in the market; economic development of the region and the country; regulatory and legal regulation of the production sector and the balance of labor market opportunities and the needs of the production sector. For the period 2010-2016 a quantitative analysis of trends in the influence of each of the identified factors on the achievement of the efficiency of the process of forming the personnel of the Ukrainian industrial enterprise is carried out. It has been established that in Ukraine in recent years negative external impact on the processes of forming the personnel of industrial enterprises has intensified, which requires the personnel specialists to timely develop and implement effective measures to prevent the spread of possible destructive consequences to achieve the enterprise development strategy.
