CONCEPTUAL FOUNDATIONS OF ADAPTIVE MANAGEMENT OF AGRICULTURAL ENTERPRISE DEVELOPMENT IN AN ENVIRONMENT OF RISK AND UNCERTAINTY

Abstract

Introduction. The current development of agricultural enterprises in Ukraine is taking place amid increasing risks and uncertainty, which necessitates a reevaluation of traditional approaches to managing their operations and development. It has been established that natural and climatic, production, financial and economic, market, logistical, human resources, investment, and institutional risks significantly complicate the process of making management decisions, planning activities, and ensuring the stability of agricultural enterprises. Under these conditions, adaptive management is gradually emerging as one of the key approaches to ensuring the sustainability, flexibility, and competitiveness of entities in the agricultural sector. At the same time, challenges remain, including the lack of a fully developed, integrated system of adaptive management; limited resources; uneven financial stability among enterprises of different sizes; and a tendency to react to risks on a case-by-case basis rather than identifying, assessing, and incorporating them into development strategies in advance.


Purpose. The purpose of this article is to justify the conceptual foundations of adaptive management of agricultural enterprises’ development in conditions of risk and uncertainty, as well as to define its role in ensuring the sustainability, flexibility, and competitiveness of entities in the agricultural sector.


Results. This article explores the essence of adaptive management in the development of agricultural enterprises as a system of flexible management decisions, methods, and tools aimed at the timely identification of changes in the external and internal environments, risk assessment, adjustment of strategic and tactical goals, and maintenance of the enterprise’s sustainable operation. It identifies the main risks and factors of uncertainty affecting the development of agricultural enterprises, including natural and climatic, production-related, financial and economic, market-related, logistical, human resources, investment, and institutional factors. The principles of adaptive management have been summarized, including systematicity, flexibility, risk orientation, a preventive approach, information-based decision-making, resource balance, and strategic focus. The tools for the practical implementation of the adaptive approach are identified, including environmental monitoring, risk identification and assessment, scenario planning, business diversification, financial reserves, risk insurance, resource optimization, and adjustment of the development strategy. The financial performance of Ukrainian agricultural enterprises of various sizes in 2019, 2022, and 2025 was analyzed. It was found that large enterprises demonstrate a higher level of financial stability and adaptability, while medium, small, and micro-enterprises remain more vulnerable to crisis conditions, resource constraints, and instability in the external environment.


Originality.   The scientific novelty of this study lies in the generalization of the conceptual foundations of adaptive management of agricultural enterprises’ development under conditions of risk and uncertainty, based on a combination of theoretical principles regarding the nature, principles, and tools of adaptive management with an analysis of the financial performance of enterprises of various sizes. The interrelationship between the level of financial stability of agricultural enterprises, their adaptive capacity, and the need to apply differentiated management approaches is substantiated. Unlike approaches in which adaptive management is viewed primarily as a reaction to specific risks, this article defines it as a holistic system for managing development that combines environmental monitoring, risk assessment, the selection of a flexible strategy, the implementation of management decisions, and their subsequent adjustment.


Conclusion. It has been established that adaptive management is a necessary condition for ensuring the sustainable development of agricultural enterprises in the face of risks and uncertainty. It has been demonstrated that its application makes it possible to increase the flexibility of management decisions, reduce the negative impact of external and internal threats, ensure the rational use of resources, maintain financial and organizational stability, and create the conditions for enhancing the competitiveness of enterprises. It is argued that an adaptive approach must take into account the differences between large, medium, small, and micro-enterprises in terms of resource availability, financial stability, and managerial capacity. Future research should focus on developing methodological approaches to assessing the level of adaptability of agricultural enterprises, defining criteria for their adaptive capacity, and establishing a practical mechanism for adaptive management of agricultural enterprise development in conditions of risk and uncertainty.
