DEVELOPMENT OF THE STATE SUPPORT SYSTEM FOR THE POPULATION AMID THE TRANSFORMATION OF UKRAINE’S SOCIAL POLICY

Abstract
Introduction. The current transformation of Ukraine’s social policy is taking place amid military challenges, economic instability, growing social risks, and an increasing need among the population for government support. It has been established that the system of state support for the population is characterized by a number of problems, including insufficient targeting of certain types of assistance, fragmented institutional coordination, limited financial resources, unequal access to social services, complex administrative procedures, and the digital divide. This reduces the effectiveness of social policy and limits its ability to respond promptly to current socioeconomic challenges. In this regard, there is a growing need to develop the system of state support for the population, aimed at improving its targeting, effectiveness, accessibility, and adaptability.
Purpose. The purpose of this study is to analyze the current state of affairs and identify directions for the development of the system of state support for the population amid the transformation of Ukraine’s social policy.
Results. This article analyzes the current state of the system of state support for the population in Ukraine for 2019-2025. It finds an increase in the volume of financial support for social protection and an expansion of state support coverage for socially vulnerable groups from 61% to 76%. The article substantiates the positive trend toward increasing the targeting of social assistance from 54% to 68%, as well as the growth in the share of social benefits provided electronically, from 28% to 70%. The main problems and constraints hindering the effective functioning of the state support system for the population have been identified, including limited financial resources, insufficient targeting of certain types of assistance, fragmented institutional coordination, complex administrative procedures, uneven access to social services in communities, and the digital divide. Priority areas for the development of the state social support system have been identified, including improving the targeting of assistance, modernizing financial support mechanisms, digitizing support delivery procedures, strengthening institutional coordination, developing social services in communities, and establishing an adaptive model of social policy.
Originality. This paper justifies a comprehensive approach to developing the system of state support for the population amid the transformation of Ukraine’s social policy, which–unlike a piecemeal consideration of individual social assistance instruments–envisages a combination of financial, institutional, organizational, digital, and social components. Priority areas for modernizing the system of state support for the population are proposed, aimed at improving the targeting, effectiveness, and accessibility of social services, as well as the adaptability of social policy to contemporary challenges.
Conclusion. It has been established that the further development of the system of state support for the population in Ukraine requires a transition from a predominantly compensatory and fragmented model to a more targeted, effective, accessible, and adaptive social policy system. It has been demonstrated that the effectiveness of state support for the population depends not only on the volume of budgetary funding but also on the quality of institutional interaction, the level of targeting of social assistance, the digitization of procedures, and the accessibility of social services in local communities. Future research should focus on refining methodological approaches to evaluating the effectiveness of the state social support system, developing tools to improve the targeting of social assistance, and creating adaptive models of social policy in the context of wartime and postwar challenges.
