STRATEGIC DIRECTIONS OF ORGANIZATIONAL AND ECONOMIC SUPPORT FOR SUSTAINABLE DEVELOPMENT OF THE AGRICULTURAL SECTOR IN THE REGIONS OF UKRAINE

Abstract
Introduction. The increasing impact of economic instability, regional disparities, and war-related challenges has heightened the importance of ensuring the sustainable development of Ukraine’s agricultural sector and strengthening the resilience of regional agricultural systems. Under these conditions, particular importance is attached to the development of organizational and economic mechanisms capable of accounting for regional differences and supporting the adaptation of agricultural production to current challenges.
Purpose. The purpose of the study is to examine the current state and regional characteristics of sustainable development of Ukraine’s agricultural sector, identify the key economic, environmental, social, institutional, financial, technological, and security factors affecting its development, and substantiate strategic directions of organizational and economic support at the regional level.
Methods. The study employs comparative, systemic, structural-logical, statistical, and analytical methods, as well as methods of generalization and regional comparison. These methods are used to assess the dynamics of agricultural production, identify regional disparities, determine the factors influencing sustainable development, and substantiate differentiated strategic approaches to the development of regional agricultural systems.
Results. The findings demonstrate significant regional differences in the dynamics and development potential of Ukraine’s agricultural sector under the influence of economic instability and war-related challenges. The main factors determining sustainable agricultural development are identified, including production and resource potential, infrastructure, investment capacity, human capital, institutional support, technological development, and security conditions. Regional characteristics of agricultural development are substantiated, taking into account differences between relatively stable, highly specialized, western, southern, and eastern regions. Strategic directions of organizational and economic support are proposed, including economic development, environmental sustainability, social development, institutional support, financial and economic provision, digitalization, and innovation.
Originality. The scientific novelty lies in substantiating a differentiated approach to the organizational and economic support of sustainable agricultural development, which integrates regional production, resource, infrastructure, institutional, financial, technological, and security characteristics into the formation of strategic development priorities. The proposed approach allows the general priorities of agricultural policy to be combined with mechanisms adapted to the specific conditions and development potential of individual regions.
Conclusion. It is proved that ensuring the sustainable development of Ukraine’s agricultural sector requires the combination of national strategic priorities with region-specific organizational and economic instruments. For regions with preserved production potential, priority should be given to investment, processing, technological modernization, and value-added creation, while war-affected territories require a focus on infrastructure restoration, demining, financial support, and the recovery of production capacity. The implementation of differentiated development mechanisms can contribute to increasing agricultural competitiveness, improving resource efficiency, supporting rural areas, and strengthening the resilience of regional agricultural systems under current and post-war challenges.
