THE PROBLEM OF ASSESSING THE STATE OF SOCIAL CAPITAL IN THE COUNTRY UNDER MARTIAL LAW

Abstract
Introduction. The problem of assessing the state of social capital in a country under martial law is a new and extremely relevant field of research. The full-scale war in Ukraine has significantly transformed social relations: on the one hand, it undermined traditional social networks, and on the other hand, it stimulated new forms of trust, solidarity, and civic activity. Assessing social capital under such conditions becomes critically important for developing strategies aimed at strengthening social resilience and ensuring effective post-war recovery.
Purpose. The purpose of the study is to analyze the problem of assessing the state of social capital in Ukraine under martial law and to develop scientifically grounded recommendations for its effective use as one of the key factors of economic and social recovery.
Results. The study systematizes theoretical approaches to the concept of social capital and emphasizes its role in times of crisis. It identifies the main factors and forms of social capital, highlights the importance of trust, civic engagement, and institutional support, and provides methodological recommendations for measuring social capital under wartime conditions. Empirical data from Ukrainian and international sources demonstrate that despite the destruction of part of traditional social ties, the war has strengthened civic activism, volunteerism, and new networks of solidarity. The findings also show the key role of NGOs and charitable organizations in supporting resilience, while uneven levels of institutional trust create challenges for effective coordination between the state and society.
Originality. The originality of the study lies in the focus on social capital assessment specifically under conditions of martial law, which has not been sufficiently researched before. It proposes a combination of theoretical, empirical, and analytical methods to measure transformations of social trust, civic participation, and solidarity in wartime Ukraine. Special attention is given to the role of the state, civil society, and volunteer movements in preserving and strengthening social capital as a resource for recovery.
Conclusion. The research confirms that assessing the state of social capital in wartime is a complex but essential task. War simultaneously undermines certain traditional social structures and fosters unprecedented civic mobilization and solidarity. The study emphasizes the need for scientifically grounded monitoring tools to evaluate changes in social capital during crises and in the post-war period. Strengthening social capital should be a priority for state policy and recovery strategies, with a focus on building trust in institutions, supporting civil society initiatives, and reintegrating displaced populations. Social capital is thus a crucial resource for enhancing resilience, rebuilding the economy, and ensuring sustainable development in post-war Ukraine.
