STRATEGIC GUIDELINES FOR THE COMPETITIVENESS OF THE AGRO-INDUSTRIAL COMPLEX OF UKRAINE: THE EUROPEAN INTEGRATION DIMENSION

Abstract
Introduction. The agricultural sector is system-forming for Ukraine's economy, ensuring food security and export revenues (41% of total exports before the war) [3]. Despite significant potential, the agro-industrial complex (AIC) faced structural imbalances: raw material export dominance and insufficient processing depth [1]. The full-scale Russian invasion caused unprecedented challenges—destruction of infrastructure, logistics chains, and access to foreign markets [5]. European integration adds urgency, requiring compliance with EU quality standards, food safety, and sanitary norms [6]. Strategic sustainability, defined as the ability to withstand threats and ensure long-term reproduction, acquires new meaning under martial law [7].
Literature review. Key contributions include V. Andriychuk's economic mechanisms for agricultural efficiency [1]; Lupenko and Mesel-Veselyak's strategic directions for AIC development [2]; O. Shubravska's research on agricultural markets and post-war prospects [3, 6]; V. Yurchyshyn's socio-economic approach to competitiveness [4]; and the EU-Ukraine Association Agreement's institutional framework [5]. The 2030 Agricultural Development Strategy outlines priorities for added value, infrastructure, and EU adaptation [7].
The purpose. To substantiate theoretical foundations of AIC competitiveness, systematize approaches at macro-, meso-, micro-levels, and identify its relationship with strategic sustainability amid European integration and war consequences.
Results. Competitiveness is multi-level: macro (state policy, institutions), meso (clusters, regional cooperation), micro (technology, management, innovation) [1, 2, 5]. Strategic sustainability complements competitiveness, ensuring resilience to shocks [3]. The war severely impacted production and exports, yet adaptation through alternative routes ("solidarity lanes"), diversification, and international support prevented collapse [6, 8]. European integration demands harmonization with EU standards, requiring investment but opening markets [5]. Key drivers include technological modernization (precision farming, digitalization) and overcoming raw material dependence [2, 8].
Conclusions. Competitiveness and strategic sustainability are interconnected multi-level categories. The war created unprecedented challenges, but the sector demonstrated adaptability. Priority directions: technological modernization, deep processing, sustainable logistics, cluster development, risk management, and institutional improvement. Overcoming raw material exports is strategic for recovery and long-term growth. Further research should focus on quantitative assessment and scenario modeling.
