CURRENT STATUS AND PRIORITIES FOR THE DEVELOPMENT OF THE SOCIO-ECONOMIC MECHANISM FOR STATE SUPPORT OF THE POPULATION IN UKRAINE

Abstract

Introduction. The current transformation of Ukraine’s social policy is taking place amid military challenges, economic instability, growing social risks, and an increasing need among the population for government support. It has been established that the current socioeconomic mechanism for state support of the population is characterized by a number of problems, including the insufficient targeting of certain assistance tools, fragmented institutional coordination, limited financial resources, unequal access to social services, and complex administrative procedures. This reduces the effectiveness of social policy and limits its ability to respond promptly to current socioeconomic challenges. In this regard, there is a growing need to improve the socioeconomic mechanism for state support of the population, aimed at enhancing its targeting, effectiveness, digital accessibility, and impact on the socioeconomic resilience of households.


Purpose. The purpose of this study is to analyze the current state of affairs and justify the priorities for developing the socioeconomic mechanism of state support for the population in Ukraine amid the transformation of social policy.


Results. This study analyzes the current state of the socioeconomic mechanism for state support of the population in Ukraine for 2019-2025. It found an increase in the volume of financial support for social protection and an expansion of state support coverage for socially vulnerable groups from 61% to 76%. It has been determined that the system of state support for the population has a significant impact on the socioeconomic stability of households, as it provides partial compensation for income losses, supports a basic level of consumption, and reduces social vulnerability. The positive trend toward increasing the targeting of state social assistance from 54% to 68% and the rise in the share of social benefits provided electronically from 28% to 70% has been substantiated. At the same time, problems have been identified that limit the effectiveness of the state support mechanism for the population, including unequal access to social services, fragmented institutional coordination, the complexity of certain administrative procedures, and the persistence of significant social vulnerability among households. Priorities for the development of the socioeconomic mechanism for state support of the population have been identified, including improving the targeting of social assistance, modernizing financial support, digitizing social support procedures, strengthening institutional coordination, and developing social services in communities.


Originality.   A comprehensive approach to the development of a socioeconomic mechanism for state support of the population in Ukraine is justified; unlike a fragmented consideration of individual social assistance instruments, this approach involves combining financial, institutional, organizational, digital, and social components. Priority areas for modernizing the mechanism of state support for the population are proposed, aimed at improving the targeting, effectiveness, and accessibility of social services and strengthening the socioeconomic resilience of households.


Conclusion. It has been established that the further development of the socioeconomic mechanism for state support of the population in Ukraine requires a transition from a predominantly compensatory model of support to a more targeted, effective, and adaptive social policy system. It has been demonstrated that the effectiveness of state support for the population depends not only on the volume of budgetary funding but also on the level of targeting of social assistance, the quality of institutional interaction, the digitization of procedures, and the accessibility of social services in local communities. Future research should focus on refining methodological approaches to evaluating the effectiveness of state support for the population, developing indicators of households’ socioeconomic resilience, and creating models for the financial and institutional framework of social support in the context of wartime and postwar challenges.
