INNOVATIVE TOOLS FOR ADAPTIVE MANAGEMENT OF AGRICULTURAL ENTERPRISE DEVELOPMENT IN A CLIMATE OF UNCERTAINTY

Abstract

Introduction. The current development of agricultural enterprises in Ukraine is taking place amid uncertainty, an unstable market environment, and increasing production, financial, logistical, natural and climatic, and managerial risks. It has been established that traditional management methods do not always ensure an adequate level of flexibility, responsiveness, and the ability of enterprises to adapt to changes in the external environment. Consequently, there is a growing need for innovative adaptive management tools that combine digital, analytical, financial, organizational, and risk-oriented instruments and are aimed at enhancing the resilience, adaptability, and competitiveness of agricultural enterprises.


Purpose. The purpose of this article is to justify an innovative set of tools for adaptive management of agricultural enterprises’ development under conditions of uncertainty and to determine its role in enhancing the resilience, flexibility, and competitiveness of entities in the agricultural sector.


Results. This article explores the essence of innovative tools for adaptive management as a set of modern methods, technologies, management decisions, and practical measures that ensure a timely response to changes in the external environment, risk assessment, adjustment of development directions, and maintenance of stability in the economic activities of agricultural enterprises. The main groups of innovative adaptive management tools are identified, including digital, analytical, financial, organizational, and risk-oriented tools. It is argued that digital tools provide rapid access to up-to-date information; analytical tools improve forecasting and scenario planning; financial tools support liquidity and financial stability; organizational tools increase the flexibility of internal processes; and risk-oriented tools facilitate the timely identification of threats and the minimization of their negative impact. The dynamics of the use of innovative tools for adaptive management of agricultural enterprises in 2019-2025 were analyzed. An increase in the level of use of digital management tools from 18% to 55%, analytical tools from 14% to 47%, financial tools from 30% to 52%, organizational toolsfrom 24% to 56%, and risk-oriented toolsfrom 16% to 51%.


Originality.   The scientific novelty of this study lies in the justification of a comprehensive approach to developing a set of innovative tools for the adaptive management of agricultural enterprises’ development under conditions of uncertainty; unlike the piecemeal use of individual management tools, this approach involves combining digital, analytical, financial, organizational, and risk-oriented tools. The main groups of innovative tools have been systematized according to their areas of practical application, and their impact on enhancing the adaptive capacity, resilience, and competitiveness of agricultural enterprises has been identified.


Conclusion. It has been established that innovative adaptive management tools are an important prerequisite for ensuring the sustainable development of agricultural enterprises in conditions of uncertainty. It has been demonstrated that their comprehensive use facilitates the transition of enterprises from ad hoc responses to risks to systematic development management, improves the timeliness and quality of management decisions, ensures the flexibility of internal processes, supports financial stability, and creates the conditions for enhancing competitiveness. Future research should focus on developing methodological approaches to assessing the level of utilization of innovative adaptive management tools, defining criteria for the adaptive capacity of agricultural enterprises, and creating a practical model for implementing innovative tools that takes into account the risks and operational characteristics of enterprises of various sizes.
