THE ECONOMIC POTENTIAL OF UKRAINE'S INTERNATIONAL COOPERATION IN THE TOURISM AND HOSPITALITY SECTOR: ANALYSIS OF CHALLENGES AND PROSPECTS

Abstract
Introduction. The article is devoted to the study of current challenges and prospects for international cooperation of Ukraine in the sphere of tourism and hospitality, with a specific focus on its economic potential. The article reveals the content and nature of the main groups of challenges, determining their impact on partnership relations, demand, investment dynamics, and service quality. The methods of analysis, systematization, comparison, structural-functional and generalization approaches were used, which allowed for a comprehensive assessment of factors limiting the realization of the potential of international partnership. Three key dimensions of modern challenges – military, global, and digital – are identified. It is shown that military factors narrow the geography of travel and complicate event activity; global factors intensify competition and sustainability requirements; digital challenges reduce online visibility, marketing efficiency, and user trust. The consequences of each group of challenges for international partnerships, demand structure, investment processes, and service quality are systematized.
Purpose. The purpose of the study is to identify current challenges for international cooperation of Ukraine in the tourism and hospitality sector, assess their consequences for the industry's economic potential, and formulate guidelines for the innovative development of partnerships.
Results. Innovative forms of international cooperation corresponding to the conditions of the Ukrainian tourism market are proposed: creation of joint tourism products, event and marketing partnerships, and coordinated use of demand data. Their practical significance for increasing destination visibility, diversifying markets, and converting agreements into real sales and investments is revealed. Approaches to personnel training as a key factor in partnership development are systematized. Short "intensives" on safety, service standards, and online bookings, retraining programs for specific roles and markets, quality-linked payment models, mentorship, and partnership internships are suggested. Such tools contribute to the rapid alignment of service levels, increased readiness of personnel for innovation, and the formation of a stable level of partner trust.
Originality. The article offers a structured approach to overcoming the barriers of international cooperation through the lens of economic potential. A practical algorithm for adapting personnel training to the requirements of international partners has been developed. For the first time, specific innovative forms of partnership (joint products, event cooperation, data sharing) are linked directly to the mechanisms of post-war recovery of the industry's economic indicators. The sequence of actions ensuring the transition from generalizing challenges to practical strengthening of international cooperation is revealed: growth of tourist flows, investments, improvement of service quality, and strengthening of the international reputation of Ukrainian destinations.
Conclusions. The identified challenges – military, global, and digital – significantly complicate the realization of the economic potential of Ukraine's tourism and hospitality sector. However, the implementation of flexible forms of cooperation and accelerated personnel training creates opportunities for recovery. It is proven that ensuring safety and transparent rules of cooperation are prerequisites for removing barriers for partners. Parallel development of joint tourism products and organization of events with foreign partners allows for converting agreements into real demand and financial receipts. At the same time, developing online sales and consistently training staff are necessary to maintain stable service quality and scale activities. Collectively, these measures transform the existing potential of international cooperation into tangible results: growth of tourist flows and investments, improvement of service levels, and strengthening of the international reputation of Ukrainian destinations.
